Regional development and resource advantage are steadily increasing in China's butcher and meat-processing industries. These industries are large-scaled, but contain a number of decentralized small to medium-sized enterprises. Throughout the course of its development, it has now reached a turning period for structural and resource readjustment. In addition, the resulting competitive environment has allowed large enterprises such as Shuanghui, Jinluo and Yurun to take the leading role. According to the statistics of the Chinese Ministry of Agriculture, the total output of meat product in China in 2007 was 81.3 million tons, which was an increase of 1.0% over the previous year. There were 2,847 above-scale butcher and meat-processing enterprises in China in the first 11 months of 2007. The total income from sales of these enterprises equaled 319.392 billion Yuan, with a profit of 13.269 billion Yuan, an increase of 33.86% and 47.42% respectively over the previous year. The income from sales and regional sales revenre for above-scale enterprises has reached 28.41% and 84.44% respectively.

According to statistics of the Chinese Ministry of Agriculture, China’s apparent consumption of meat was about 81.6814 million tons in 2007, of which imported meat products only accounted for 0.55%. Restricted by the problem of food safety and the sheer level of intensive processing, China did not export that much meat. In fact it has decided that Chinese meat products mainly satisfy domestic demands at the present time. In addition, the Chinese government strictly supervises and controls the import of meat products. Only imported meat product which is on the list for Countries and Regions Permitted to Import Meat Product, and the Kinds and Uses released by the General Administration of Quality Supervision, as well as received the proper quarantine license and certificate, and undergone the appropriate inspections from the Inspection and Quarantine of the People’s Republic of China may enter. In addition, China has instituted a system of registration for processing enterprises exporting meat product to China. So if the enterprise did not register itself with the General Administration of Quality Supervision, or the Inspection and Quarantine of the People’s Republic of China, it may not export meat products to China. Under such strict governmental supervision, the meat product export growth has been highly affected.

The volume of meat product imported into China was 447,000 tons in 2007, up by 87.57% over the previous year, and 1.75 times the volume of 2003. During these five years, China’s meat product imports changed little, but still possessed an upward trend with an annual growth rate of 21.18%.

China mainly imported meat products from France, USA, Denmark, Canada, New Zealand and Australia in 2007. Of this, France ranked the first with 191,400 tons, which equaled 42.82% of China’s gross volume of imports, Ranking second was the USA with 84,700 tons, which equaled 18.95% of the total; Denmark ranked third with 73,800 tons, which accounted for 16.52% of the total. In total, China imported 350,000 tons of meat products from these three countries in 2007, making up 78.29% of the all meat product imports.

Main types of China imported meat products to China consisted of high-grade meat, meat products as well as meat by-products of mid to low grade. High-grade meat and meat products were generally supplied to high and mid-grade restaurants in large to medium-sized cities, or were used to produce high-grade Western style meat products. Meat by-products of mid and low grade (such as trotter, tripe and offal) mainly satisfied consumer’s demand, since Chinese people have the habit of eating cooked entrails.

Currently, urban residents are the main consumers of meat product in China. The more they earn, the more meat they consumed. Thus the ratio of outdoor meat consumption to the consumption of meat products is increasing. However, rural residents have great potential for meat consumption. After analysizing statistics over the past few years, the Development Research Centre of the State Council found that meat consumption in rural regions is expanding faster than that of urban. It is believed that with the policy of building a new socialist countryside, the income of farmers will increase, and thus rural consumption will further expand.

Compared with other industries, the meat industry has the advantage of endurance, low risk, as well as a large base of customers. As technology improves, the market further subdivides, and the personel income of the average Chinese individual is augmented, high-end or high value products have a greater opportunity to enter the market.
