Research Background

In 2009/10 grinding season, South China experienced the worst drought in its history, which led to a substantial output cut of sugarcane, and significant drop of sugar output, hence continuous rise of sugar prices. International sugar prices also rose sharply because all the main producing countries experienced different climatic disasters, resulting in reduced output of sugar or failing to achieve the expected output.

From October 2010, in the background of tight sugar supply, rising international sugar prices and China's macro-economic environment, sugar price of China has been in a soaring process, making the dominant sugar futures contract prices exceed 7,500 Yuan/ton, Nanning spot price was even up to 7600 Yuan/ton; Since then, since the state threw reserve sugar continuously and international sugar price declined rapidly, sugar prices have come down.

In the new grinding season starting from October 2010, several major events will affect market trends:

1. Output

According to statistics of China Sugar Association, in 2010/11 grinding season, sugar output of China will increase to 12 million tons, mainly because planting area of sugar crops has increased and per unit yield has recovered to the previous level before drought. Entering December - January, South China has suffered continued frost, which was disadvantageous for growth of sugarcane, a larger area of sugarcane in northern Guangxi was affected by frost, sugar output will fall, but less impact on sugarcane in southern Guangxi. BOABC expects sugar output in this grinding season is likely to remain about 12 million tons.

2. Consumption

The data estimated by China Sugar Association showed that China's sugar consumption in 2009/10 grinding season was 13.79 million tons, a slight decrease over the previous season; while output of sugary food grew rapidly, indicating that high sugar prices have suppressed sugar consumption, the substitution capacity of other sweeteners on sugar has been improved. According to BOABC’s data, the actual consumption in this grinding season was 13.4 million tons, lower than the estimated 13.79 million tons by the Association.

3. Import and Export

As of the end of December 2010, China totally imported 1.766 million tons of sugar, an increase of 65.91% over the same period in 2009, and the imports were mainly concentrated in June-October. In 2011, the changes of China’s sugar import volume will affect the overall situation of China's sugar supply.

4. Policy Movements

In 2009/10 grinding season, China has thrown a total of 1.71 million tons of sugar reserves to the market in 7 times, which played an important role in meeting market demand, however, there were some problems, such as reserve throwing timing and throwing volume were not quite suitable, resulting in unapparent inhibitory effect on sugar prices. In the new grinding season, as of the end of February, China has continued to throw about 770,000 tons of sugar reserves to the market in 4 times, which constrained rapid rise of sugar prices to some extent, then, the whole policy change of Chinese sugar market will play a significant role in sugar market.

In this report, we will strive to objectively explore sugar supply and demand, governmental regulation and sugar price trend in the new grinding season, and carry on a comprehensive analysis and summary on macro-control, production, sale, import and export of China’s sugar market in 2010/11 grinding season, focusing on exploring all aspects influencing sugar market in the new season, we’ll do our best to be objective and accurate to provide investment decision-making reference for people of sugar industry in China.
