Executive Summary

Lebanon is expected to have large amounts of natural gas and potential oil reserves off its south-western coast. These reserves are believed to be part of those already discovered in the Levantine Basin, which Cyprus and Israel have begun to exploit. Preliminary statements by government officials and research companies indicate the existence of up to 700 BCM of natural gas, valued at over $40 billion. Before Lebanon can start benefitting from its gas wealth, high regulatory and political risks need to be mitigated, which has proven difficult in the midst of the regional turmoil impacting the country. This individual country report provides updates on Lebanon’s developing gas industry in the first quarter of 2013. On-going political, security, and operational risks are presented with a short and long term forecast of risks to investment.
