The Netherlands telecoms market has one of the highest broadband penetrations in Western Europe. Nevertheless, broadband and multi-play services are continuing to grow at a higher pace than other telecoms services. To further drive the growth of multi-play services, the national telecoms regulator, Onafhankelijke Post en Telecommunicatie Autoriteit (OPTA), has mandated local loop unbundling of fiber access networks.

With the liberalization of the telecoms sector, the retail services market has become so competitive that the regulator has removed all non-access remedies from the market, effective from January 2010. However, to safeguard competition levels in the retail market, OPTA continues to impose remedies such as access obligations and adoption of price caps on the incumbent, KPN. With these measures in place, we expect that competition will further increase in the Dutch telecoms market, benefiting the end user.
