Recently, the Italian NRA has made significant progress in implementing the European Commission’s regulatory framework. The telecoms regulator, Autorità per le Garanzie nelle Comunicazioni (AGCOM), has finalized the first round of market decisions for all seven new markets and has also concluded the second round of market analysis for wholesale network infrastructure access services and wholesale broadband access services. With these developments, competition is expected to growth in the broadband market. However, if the uncertainty around the new BU-LRIC cost model prevails and leads to a price rise in the wholesale markets, it may hamper the growth of prospects of alternate service providers in the broadband market.

Italy is among the countries with the highest mobile penetration rates in the European Union. In spite of this, its mobile termination rates (MTRs) still remain high compared to more developed EU countries such as the UK and France. With the implementation of the new cost model this situation will likely change.
