China (country regulation overview)
Introduction
This report provides an extensive overview of the regulatory obligations at the retail and wholesale level for fixed and mobile. We also provide an overview of the national regulatory authority, key legislation and policies on convergence, broadcasting, and universal service.
Features and benefits
Insufficient competition exists in the Chinese fixed and mobile markets. China’s fixed market is a duopoly, with China Telecom and China Unicom the two dominant providers of local fixed network services. In the mobile market, there are three operators – China Mobile, China Unicom, and China Telecom – providing mobile services.
The State Council's decision on promotion of three-network convergence was an important industry transformation in 2010. The three-network convergence will significantly promote the development of FTTx and IPTV and mobile TV services. The Chinese IPTV and mobile TV will be one of the fastest-growing IPTV markets in the world in next two years.
China Mobile is deploying a TD-LTE trial networks in six cities and China Telecom announced its intention to move forward to LTE technology. The 2.6GHz band allocation is a key issue for operators to launch LTE services. So far the MIIT has not announced any plan yet. We expect in 2011 the MIIT will plan to issue 2.6GHz band frequencies.
