Anti-tobacco policies, essentially regular tax hikes, are negatively influencing retail volume sales of cigarettes. In 2009, the government decided to increase tax rates on all tobacco products, however cigarettes was the only category to record a decrease in retail volume sales. By contrast, cigars and cigarillos and smoking tobacco registered positive retail volume growth.
