An Uncrewed Surface Vessel, or Unmanned Surface Vessel, is a surface-operating maritime platform designed to perform missions without onboard crew through remote control, supervised autonomy, or mission-level autonomous navigation.

This research focuses on complete vessel-level platforms and integrated systems that combine hull design, propulsion, power management, navigation, communications, perception, obstacle avoidance, mission control, and payload integration. Typical product forms include portable hydrographic survey USVs, inland waterway and reservoir survey vessels, offshore survey and ocean-mapping USVs, port security and maritime patrol craft, offshore wind and subsea infrastructure inspection platforms, long-endurance ocean-observation vessels, and defence-oriented USVs for ISR, mine countermeasures, anti-submarine warfare, electronic warfare, swarming and distributed maritime operations.

Pricing varies materially by vessel size, endurance, sea-state rating, autonomy level, communications architecture and mission payload; compact survey platforms may be priced from tens of thousands to several hundred thousand US dollars, while larger commercial and defence mission platforms may reach multi-million-dollar price points.

Based on our research, the USV industry should not be understood simply as the ?de-crewing? of conventional boats. Its core lies in the integrated combination of hull platforms, maritime automation, sensor payloads, communications links and mission software. Compared with large autonomous merchant vessels, the narrower USV scope adopted in this report is closer to a clearly tradeable, procurable and statistically measurable equipment market. It primarily covers platforms used for hydrographic survey, oceanographic research, maritime security patrol, offshore operations and maintenance, and defence-related missions. Under this definition, the industry remains in a growth phase: its absolute market size is still limited, but the pace of technological iteration is rapid. Product development is moving from lightweight, portable survey boats towards longer endurance, higher sea-state capability, modular payload architectures and multi-vessel collaborative operations.

From the supply-side perspective, the global market has not yet formed a single dominant leader or an oligopolistic structure. Instead, it is characterised by the parallel development of several regional and functional clusters: US defence-oriented innovators, European marine engineering and survey specialists, Chinese hydrographic and unmanned vessel manufacturers, and Israeli and Turkish defence platform providers. US companies are particularly active in tactical military platforms, blue-water long-endurance systems and medium-sized unmanned surface vessels. European suppliers commercialised earlier in hydrographic survey, offshore wind survey and ocean data services. Chinese companies have built a relatively complete product range across mapping, hydrology, public safety and small-to-medium-sized USVs. Israel and T?rkiye, meanwhile, have established a visible presence in armed USVs, multi-mission military platforms and swarm-capable systems.

From the demand-side perspective, the civilian market is anchored by hydrographic survey, oceanographic research, port and inland waterway inspection, offshore wind operations and environmental monitoring. Procurement in these areas is mainly driven by cost reduction, operational efficiency, personnel safety and improved data acquisition. The defence market offers greater growth optionality, supported by the broader shift towards maritime uncrewed systems, distributed maritime operations, mine countermeasures, anti-submarine warfare, port defence and low-cost expendable platforms. Following the Russia?Ukraine conflict, the operational value of USVs in real combat environments has become more visible, prompting several navies to reassess the role of small, high-speed unmanned surface platforms and swarm-based deployment concepts.

From the policy and regulatory perspective, the International Maritime Organization, European regulators, UK maritime authorities and the US Navy are all advancing rules, trials and operational concepts related to MASS and USV deployment. The regulatory framework remains immature, which continues to constrain the pace of uncrewed operations on certain commercial routes. At the same time, this creates meaningful room for pilot deployment in small-scale survey, port, nearshore and defence testing scenarios. Looking ahead, industry competition will no longer be determined solely by hull manufacturing capability. The decisive factors will increasingly include reliable autonomy, remote operations, communications resilience, open payload architecture, certification readiness and scalable production capacity.
