The core driver of reverse osmosis seawater desalination stems from 'hard constraints on water resources + rigid growth in urban and industrial water use.' With many regions entering prolonged drought/uncertain rainfall periods, coastal countries and cities view desalination as one of the few 'new water sources' capable of large-scale expansion. For example, Morocco has publicly proposed significantly increasing the proportion of desalinated water supply by 2030 and accelerating project investment.
