Civil and Specialist Engineering and Services

The PPP/PFI projects awarded to Balfour Beatty are in two principal sectors: infrastructure, comprising transportation, power and wastewater treatment; and accommodation which include health and education.

Transport

Balfour Beatty is a 20% shareholder in the Metronet consortium which is a 30 year PPP project responsible for upgrading and maintaining two thirds of London Underground’s infrastructure – its trains, stations, signalling, track, tunnels and bridges.

The company also has four design-build-finance-operate road concessions, the M1-A1 Link road, the A50 Stoke-Derby Link, the A30/A35 Exeter to Bere Regis and M77 Glasgow Southern Orbital. Balfour Beatty owns 50% of Connect M1-A1 Limited and 100% of the latter three projects via two holding companies, Connect M77/GSO Holdings Limited in respect of the Scottish project and Connect Roads Limited in relation to the A30/35 and A50.

Healthcare

The company is responsible for four major hospitals, teaching hospitals in London and Edinburgh, a district general hospital in Durham and a new acute hospital in Blackburn, providing a total of approximately 2,500 beds.

Education

The company is undertaking a major rebuild/refurbishment schools programme in Stoke which is due for completion in 2005. This is a PFI-group schools project comprising 122 schools. In Rotherham the company would provide nine new and refurbished primary schools and six secondary schools.

Other Infrastructure

Balfour Beatty is a 10% shareholder in Seeboard Powerlink Ltd (SPL) and a 25% shareholder in Power Asset Development Company Ltd (PADCo). SPL operates the London Underground high voltage power system.

In Scotland, Aberdeen Environmental Services has constructed and is operating the new wastewater treatment facilities, providing enhanced sewage treatment for Aberdeen and its environs.

Balfour Beatty is an investor in the Sunderland street lighting PFI project, maintaining the total stock of 45,000 street lights and 13,500 illuminated highway signs and other fixed equipment in the city.

Strategic Alliances

Skanska AB has a 40% stake along with its partners, Balfour Beatty (40%), Atkins (10%) and Egis (10%), which are formally been appointed preferred bidder for the development of the M25 highway around London. As part of the consortium, Skanska Infrastructure Development would be responsible for the development and management of the project together with its three partners for a period of 30 years. The design and construction would be undertaken by Skanska UK and Balfour Beatty in a 50/50 joint venture.

The company and Alstom SA have formed a joint venture company, Signalling Solutions Limited. The two companies hold a 50% stake.

VINCI Construction Grands Projets Sdn Bhd and Vinci Plc has signed an agreement with Balfour Beatty plc to form a 50/50 joint venture. The joint venture is to bid on tenders issued as part of the U.K's programme to build nuclear power plants. The joint venture would carry out project management, civil engineering, and construction of infrastructure.
