According to article 24 in Estonian Tobacco Law, any other smokeless tobacco products besides chewing tobacco are prohibited in Estonia. Still, chewing tobacco is not sold in Estonia and is consumed by a marginal share of Estonians who purchase these from foreign countries. Despite prohibition, smokeless tobacco (especially snus originated from Sweden) is used in Estonia and the usage is quite notable among minors.
