Despite the long presence of cigars, which were available in Latvia already during Soviet times, the tradition for smoking cigars is still evolving. Historically cigars started to be produced during World War II at Pogar Cigarettes and Cigar Factory in Riga. But these products were not aimed at general Latvian consumers, who became aware of cigars during the 1960s, when Cuban cigars were brought to the Soviet Union.
