Following the economic downturn in 2009, many banks became unwilling to lend due to a sharp rise in non-performing loans. From a rate of below 3% in 2006, there was a rise to 4% in 2009 and 5% in 2010. This was due to rising unemployment and the large number of expatriate workers in the country. These workers are not permitted to remain in the country without employment.
