BMI View: Finland has the highest penetration rate in Western Europe, as many users complement their regular mobile phone subscription with a dedicated mobile broadband subscription. However, the Finnish government is trying to stimulate the development of new wireline communications infrastructure by promoting the shared construction and use of electricity and telecommunications infrastructure. In November 2015, the Finnish Ministry of Transport and Communications announced the implementation of a parliamentary act on network sharing and revising the Information Society Code regarding networks within buildings. The government aims to slash the construction costs of high-speed broadband networks by boosting collaboration among grid operators, and to facilitate the development of digital services and functions.

  • The mobile market recorded 1.57% growth in 2015 to reach 10.0mn subscriptions.
  • Mobile data traffic continues to grow, almost doubling from 190 petabytes (PB) in 2014 to 361PB in 2015. This has been driven by dedicated mobile broadband services and unlimited data plans.
  • Fixed voice subscriptions fell to 540,000 at the end of 2015 from 640,000 a year earlier. However, IPTV subscriptions are slowly but steadily rising and have reached 380,000 at the end of 2015, indicating some room for converged services, especially as wireline services provide higher ARPU than mobile services.
