BMI View: The outlook for Russia's tourism market remains bleak as arrivals continue to plummet in the wake of the Ukraine crisis and controversial domestic events. The effect on the industry is likely to be compounded by a weaker rouble caused by the oil price crash, but there may be a slight upside as cheaper prices could attract more inbound tourists while damaging profits and investment. State investment in transport infrastructure looks set to remain strong but this may come under pressure depending on the country's economic performance in the coming years.

The reputational damage caused to Russia by the Ukraine crisis has acted as severe downward pressure on arrivals from all regions. Arrivals are set to fall to 22.2mn in 2015, from a high of over 30mn in 2013, and we expect this downward trend to continue to 2019. Any impact of a weaker rouble on arrivals is likely to be limited by the fact that Russia is already considered one of the world's most expensive countries to visit.

Domestic tourism is likely to rise over the next five years and the annexation of Crimea can be seen as positive development for the tourism market in the most basic sense that it adds a number of beach destinations to Russia's tourism offering, which are highly popular among Russian tourists.
