BMI View: Water quality and water scarcity remain the two main issues that this water stressed country is facing. The problem is magnified by the fact that the country's two biggest industries are agriculture and mining, which are the two largest water consuming sectors. Furthermore, both of these industries contribute heavily to the pollution of the already scarce natural resource. However, change is in the air with a potential new water rights allocations legislation and a redefining of glaciers. This could inhibit the mining sector, but should aid in providing more water for domestic users and small farmers.

The government of Chile plans to spend USD1bn over four years to deal with the pressing issue of water shortages. The plans include building desalination projects for the country's northern area, constructing reservoirs and resuming operations at existing storage and ponds. The proposal is also expected to reform the country's water law to restrict or terminate water rights, putting an end to perpetual water rights. Thislatter issue will have significant implications for the mining companies in particular as they will have no rights to the water they come across below ground. However, this is driving water infrastructure developments as mining companies are already turning to desalination to solve future water issues and there are a large number of projects in the pipeline with more are expected.
