BMI expects Sudan's defence expenditure to reach USD2.6bn in 2014. For the remainder of the forecast period, between 2015 and 2018, we expect Sudan's defence expenditure to be worth on average USD3.5bn annually, and to reach USD4bn by 2018.

Sudan is almost wholly dependent on the import of military equipment and services. It sources considerable supplies of equipment from Russia and China, both of which are willing to furnish the regime with arms despite it being under a number of major international sanctions. In 2014, we expect Sudan to perform defence imports worth USD20.9mn. For the remainder of the forecast period between 2015 and 2018, we expect Sudan to make defence imports worth USD21.3mn annually.

We have given Sudan an overall security risk rating of 36 for Q314. On average, Sudan has scored an average security risk rating of 39 for the period December 2007 until Q314. Sudan is considered to have a significant risk of becoming involved in a major interstate conflict. Secondly, the country is also judged to face a major threat from terrorist action, while it will continue to suffer from significant crime levels.
