BMI View: We maintain our positive outlook for the Peruvian telecommunications sector, particularly for the mobile market. The mobile market posted healthy growth but organic growth rates have tapered off in recent quarters, compared with the previous robust growth. Nevertheless, we believe that the market is poised for significant uptick, based on a multitude of factors. The prospects of increased competition and 4G LTE rollout suggest that operators will find unique ways to encourage technological uptake. The recent 4G auction in the 700MHz band saw the three main operators, Movistar, Claro and Entel spend more than USD911mn in acquiring 20-year licences. Bitel failed to acquire spectrum in the auction, but committed towards investing USD200mn towards developing and rolling out high-speed services in 2016, using its existing band. We believe that Peru remains an innovative market, as new value-added-services are launched and newly adopted net neutrality laws further encourage innovation. However, we caution that the market's heavy reliance of prepaid services constricts operator revenue growth. Furthermore, the entry of Bitel and MVNOs in the market poses a downside risk to both ARPUs and operator revenues.

Latest Updates And Industry Developments

In the 700MHz auction during the summer of 2016, Movistar, Entel and Claro picked up spectrum in the coveted 700MHz band to expand their national high-speed 4G LTE network. The three operators are reportedly estimated to have paid a combined value of over USD900mn for 20-year licences. Bitel, the Vietnamese backed operator, claimed that it would aggressively pursue these slots, but was unable to acquire the bandwidth. Instead, it will utilize its existing 900MHz and 1900MHz allocations and invest USD200mn in 2016 to rollout 4G services in Peru. Under the regulator's stipulations, the new operators will be forced to deploy 4G LTE services to vast number of underserved or unserved towns and villages in the country over the next three years.
