BMI View: In line with the strong headwinds facing Kazakhstan's economy, the construction industry, particularly private investment, is being squeezed. The low oil price and volatile tenge have provoked farreaching expenditure cuts, although initially this will largely affect social spending. Infrastructure investment is viewed as part of the long-term plan to diversify the economy and will holds significant longterm potential, especially in the rail and energy industries.

  • Growth in the construction industry will average 5.8% over our 10-year forecast to 2024, with the possibility for this to improve towards the end of this period.
  • Kazakhstan and China have signed agreements worth USD5.1bn in the field of transport, energy, nuclear, metallurgical and chemical industries in August.
  • Companies from six countries have expressed an interest in developing nuclear power in Kazakhstan.
While positive noises are being made for such news, we will wait for solid progress before including the developments in our forecasts.

In November the country announced a plan to privatise its largest state-owned companies, with significant potential for major rail and energy companies to receive foreign investment.
