BMI View: The changing economic and geopolitical landscape is putting pressure on the Saudi economy and its retail sector. Despite the continuing decline of oil prices and on-going war in Yemen, the Saudi government is pushes ahead with an ambiguous agenda: while the labour market is regulated to integrate more Saudis, stock ownership laws are undergoing significant liberalisation.

Saudi Arabia, one of three largest oil producers, has been highly exposed to developments in the oil sector. The value of the country's main export fell by around 60% since mid-2014 slashing a lion's share of revenues for the kingdom's budget. With the growing production around the world, it is unclear whether the benchmark will start rising again in the nearest future. Saudi Arabia's leadership has made multiple promises since the beginning of 2015 that it would not cut its oil production to reverse the price trend.

However, the unexpected slump is taking its toll on the economy: in July 2015, the International Monetary Fund forecasted that Saudi Arabia's budget deficit for this year could reach 20% of GDP. The government is planning to refinance the opening hole with sukuk bonds withdrawing money from its vast reserve fund. While the level of public debt and the size of monetary reserve allow at least several years of economic stability, the government will put more effort into diversifying the economy and reviewing current spending in the coming years. Saudi Arabia is the most oil-dependent country amongst the Gulf Cooperation Council states and gradual diversification will be key in resolving economic threats.
