During the same period, Chinese solar cell output has been increasing 65.4% per year, with an estimated output of 14.8 GW in 2012. In 2011, the industry faced the double-problem of excess production capacity and weak demand from Europe due to its sovereign debt crisis. The government was forced to issue a policy to limit production expansion. As a result, industry revenue is only expected to grow 14.2% from 2011 to 2012.
