The real challenge came when fully online courses were posted as the district transitioned to a blended learning model, beginning in 2006 and still being rolled out. There still is a fear among many teachers nationwide that online courses will eliminate or reduce their role. In fact, however, it allows them to replace a passive teaching style with a more active, personalized teaching style.
The district encouraged acceptance of online courses by writing and vetting them with district personnel, then vetting them with all the teachers. In addition, once the teachers started to use the courses, they realized that the high level of difficulty of the online instruction helped students perform better and pass the courses at higher rates. The district uses publisher-supplied materials for online courses when available.
According to the report “PreK-12 Learning Management Systems: A Market Overview” by Simba Information when a textbook has an element, such as a good interactive map, that can be accessed seamlessly through Blackboard, without its own URL and password, it is used in far greater numbers than other content. But the availability of truly integrated content is a challenge. She notes that despite Blackboard offering single sign-on, some content ends up being less integrated than others.

Meanwhile, usage within districts should grow as well, as more elements are integrated, more classes are brought on board and more teachers feel comfortable with the technology. Many observers believe the LMS will become one component of an integrated educational platform management system—a digital infrastructure—that encompasses all aspects of digital learning, rather than remaining as a standalone product.
