Slowly but surely, a revolution is taking place in the way that mobile termination rates (MTRs) are determined in Europe. Starting with Ofcom (in the UK) and the BIPT (in Belgium), a number of NRAs have proposed to change the methodology for how they calculate the charges to fall in line with the European Commission (EC) Recommendation aimed at harmonizing these charges across Europe. In this report we provide a detailed analysis of how current MTRs were determined across the EU15 and look at how NRAs are taking the Recommendation into consideration as they undertake new market analyses.
