In July 2012 the CTU cut mobile termination rates (MTR), with MTRs dropping to CZK0.55. The decision was confirmed on July 3 2012, with the new MTR rate impacting new contracts from July 15 2012 and existing contracts from September 15 2012. The decision is expected to squeeze operator ARPUs in H212 and 2013.
In June 2012 Telefónica O2 launched the first 4G LTE network in the Czech Republic covers the municipality of Jesenice and its surroundings, with a total population of around 10,000. The network was built by Chinese equipment vendor Huawei Technologies and runs on the 1.8GHz band. BMI expects uptake to be limited in the short term but nonetheless the arrival of LTE opens a new era of mobile broadband service provision and enables new higher value VAS.
Finally, in July 2012 the CTU published the final terms and conditions for the spectrum auction planned for H212.The regulator plans to reserve the 1800MHz bandwidth for newcomers to the market, which will also be able to access current mobile operators' networks, but the CTU will not be reserving spectrum in the 800MHz band. The CTU plans to cut the cost of new spectrum in the 1800MHz band by 20% to attract new entrants to the market.

- Drawing on new data released by the OECD BMI has upgraded our forecasts for the 3G market and dedicated wireless broadband market. We now estimate 4.57mn 3G subscriptions and 643,426 dedicated mobile broadband subscribers at YE11.
- The fixed broadband market has also continued to grow strongly, up by 7.7% in 2011 as total broadband penetration reached 29% at YE11.
- Non-voice ARPU development has plateaued in 2011 and Q112 and was only 0.2pps above the CEE average in Q112, compared to 0.6pps in Q111.
