General conclusions:
During 2001-2007 the Russian northwest area became as the region of evolution for the Russian oil branch due to nearness to the basic users of the Russian oil in the Western Europe and to transatlantic energy carriers traffic. Also some major oil pipelines providing continuous export of petroleum products abroad pass through the region.
There are two oil refining factories in NWFD. One of them is Kirishinefteorgsintez (OOO “Kinef”) located in the Leningrad region, and also Ukhtinskiy NPZ (Komi Republic). General power of two oil refining factories is 23.4 million tons of oil per year.
Now factory capacities in Kirishi are used till 100%. Oil for processing flows through the Yaroslavl – Kirishi pipeline, and also is supplied by a railway transport. During some years oil deliveries trend remains approximately at one level – 20-22 million tons per year.
Foreign trade activity of OOO "Кinef" is characterized by export deliveries only. Moreover volumes grow from year to year. So in 2007 foreign consumers had got oil products in kind in 2 times higher than in comparison with 2006.
More than 50% of Ukhtinskiy NPZ products include black oil and diesel fuel. But there are the positive trends connected to gradual reorientation of the plant to manufacture of higher quality fuel brands.
Today available oil refining factories capacities are not enough to provide market demand in fuel and oil products. However modernization planned and carried out by factories administration will allow to increase export, and also to satisfy requirements of the growing domestic fuel market in Northwest.
