Although the size of the Qatari insurance industry is relatively small in the GCC region, it grew significantly at a CAGR of 6.4% during the review period. The increase was primarily due to robust economic development in the country, large public infrastructure spending, a rapidly growing population and compulsory insurance provisions such as third-party motor insurance. The country’s hydrocarbon sector fueled the growth of marine insurance, a key category in the Qatari insurance industry.

Qatar’s plans to encourage growth in the non-oil area will spur growth in insurance industry

After registering growths of 30.5% in 2010 and 36.3% in 2011, primarily due to an increase in gas exports in the country, economic growth in Qatar is expected to slow down to 6.4% in 2012 and 3.4% in 2013 as a result of a depleted hydrocarbon sector. However, the country aims to offset this slowdown by focusing on investments in the non-oil area instead, which, in turn, is expected to fuel growth in the non-life insurance segment and the property category in particular. The real non-oil GDP is estimated to average 10% in 2011–2013. Construction activities are also expected to increase as the country prepares to host the FIFA World Cup in 2022.

The Qatari government is expected to invest QAR130 billion (US$35.7 billion) in business and residential construction projects over the forecast period through state-linked companies, including QAR100 billion (US$27.5 billion) by Barwa Real Estate Company and Qatar Diar.

No conventional insurance products in life and health segments

The Qatari insurance industry boasts a strong presence of takaful insurance schemes. This is evident from the fact that all of the schemes offered in life and health insurance fall under the takaful category and there are no conventional products. However, it does not imply that there is no room for conventional insurance as it plays a significant role in the Qatari non-life insurance segment instead. Since the non-life segment is the main segment in the Qatari insurance industry, the strong presence of takaful insurance in life and health segments mitigate the risk to conventional insurers on the whole.

Growing expatriates population to drive demand for life and health insurance products

Qatar’s population is expected to increase from 1.8 million in 2011 to 2.2 million in 2017, at an average rate of 4% over the forecast period. The growth in population is largely attributed to a rise in the expatriate population. Health insurance is expected to become compulsory in Qatar by 2013 and growth in expatriates is expected to fuel the demand for life and health insurance products. Furthermore, the government plans to focus on infrastructure projects which are expected to attract more expatriates over the forecast period. These factors are expected to encourage the growth of the life and health insurance segments.

Low retention of risk is a major challenge

The retention rate of Qatari insurance providers is relatively low compared to other GCC countries. The proportion of premium ceded against the gross written premium in the non-life segment stood at 42.3% in the personal accident and health insurance segment while it valued 28.6% in the non-life segment. The reason for the high cession rate was the presence of several small insurers who lack adequate capitalization and underwriting expertise. Furthermore, the scarcity of skilled manpower and a high attrition rate also affected the insurance industry.
